INVESTING IN SPORT PROGRAMME 2003/04

During April and May 2003, the officers of the Sports Development Unit assessed some 245 applications and made recommendations to Council in June 2003 for a total investment of just over £4.1m.  Approximately £3.2m of this investment was in Employment – a mix of existing sports development posts and 34 additional posts. Skilling People and Competitive Opportunities programmes were each allocated £0.5m.  The Sports Council’s commitment under the Employment stream is for three financial years (up to 31 March 2020), whereas, Skilling People and Competitive Opportunities is for only one financial year (up to 31 March 2020).  Further analysis of this investment is detailed as follows:

(v)                              Progress since June 2003

Following Sports Council approval, Letters of Offer and accompanying terms and conditions were sent out to all successful organisations in July 2003.  Successful organisations were granted one month to accept the terms and conditions of the Investing in Sport award.  In August 2003, the Unit had received 88 signed acceptances of the new funding contracts and ‘Permissions to Proceed’ were issued to all organisations.

Officers of the Sports Development Unit are currently in the process of making payments to the 88 organisations that were successful, and more importantly, beginning to monitor the sports development impact of Sports Council investment.  The recent instalment of a Grants Management Information System (GIFTs) will facilitate both the payment process and monitoring of projects.
